2017 model Availability
I was up talking with my Honda dealer the other day about ordering a 2017 PCX150. He said that orders wouldn't go in until sometime around February. So today I get an email saying that he made a mistake and that he could probably have what I wanted in two weeks. So I don't know if this is some kind of low ball tactic or if 2017 models are really available now. Anyone close to a dealer that could clarify this availability issue for me?

It may be the label 2017... I gather that the same bike's are called 2016 elsewhere in the world.
Anyway, I didn't order one but I've had one for a while. They're dark blue and white, instead of steel gray and red.

Nah... it's just such a dark blue that it often looks black (deep black with a navy metallic flake, really)

This may very well be true, but I don't want a bait & switch sale. If I'm being charged a 2017 MSRP then the title and serial no. should reflect it as being a 2017, and verifiable as such. The same goes true for the 2016, but I doubt the 2016 came in the dark pearl blue, which is what I asked for.

Yes to having it sitting on the floor. The dealer did offer me a 2015 that he said he had in storage for $2950. But I don't want a 2015 and as for the price, that may have been the MSRP back in 2015, so I'm not getting any deals there. Besides, if I walk into the dealership with a pocket full of $100 bills in 2 weeks, I should be able to get a cash discount. I've only heard of one person in my life who ever paid full sticker price for a car, why should scooters be any different? Cash is King, so it's said!
Still, I haven't been able to find out if 2017 models, in the dark pearl blue, are available for cash and carry yet. It's a simple yes or no answer!

These little scooters don't carry much gross margin. A few hundred bucks. Therefore that's why they like to tack on a lot of prep fees, doc fees etc. etc. If you're going to negotiate just remember he can't go terribly low. If the bike has the suggested retail 3499, he's paying somewhere around 31 or $3200 for it. In the US.

They don't really care about cash, if you finance it, or they finance it , or if you pay cash, it's all the same to them. As a matter fact , if they finance it, they actually get another percent or so from the bank.
Because you are asking for a fresh unit that they don't have any investment in, meaning it's not a non-current model they've been storing, I doubt you can probably do 5%, but it's worth a try to start with.

I got my white 2017 model a couple of weeks ago. Paperwork says it's 2017.

'14 plate pcx here were classed as '15 models! and most dealers pre-reg them meaning they are the 1st owner (in essence). Also heard the 2yr warranty starts from 1st date of registration, not when you purchase it (not sure if that is true).
