A good plastic polish like the NOVUS line will do it but it will take a lot of polishing, polycarbonate is hard to scratch and hard to protect. Take it to a body shop and have them put a wheel on it. $25 and a five min job with body shop tools.

I use Meguire's rubbing compound (medium cut, fine cut) followed by Scratch-x and a good waxing. My plastic seems to cope with abrasion pretty well with this approach. The wax makes the bugs clean off really easy, too.
