Data tag? I will guess that to be like a registration sticker?
In NY the registration sticker is put on the lower front fork. I'd prefer it to be on the right fork (less congestion). Actually I'd prefer not to have one because it has to be changed every year with a new one. Removing the old is a sticky job So it goes.

Data tag is a transponder you hide in the frame somewhere so if it gets stolen it can be returned to the owner if it's recovered. See http://datatag.co.uk/motorcycles.php

I bought a Honda VFR 750 in 1997 and it was Data tagged. Then they were small RF chips placed inside the frame, wheels, handle bars etc. This means that if stolen and broken up or repainted, the RF data can be still be read by the police.

Picked my new PCX up today and they are indeed on all the frame components.
You also get some stickers which can be placed in a few places on the bike to tell potential thieves that you have this form of security - it all helps..
