I can see all sorts of applications for this, since it comes in a half-dozen colors.
The main problem I'd have is, I'm the least electrical person I know. I wouldn't have the foggiest idea how to even hook something like this up to a scoot.
Should be pretty easy. Run a line from your battery into a switch and then out to the inverter supplied in the kit. The only thing is you would need to make sure you get the waterproof ones (if they aren't already) Alternatively a lot of my car friends use LED tape.

I'd personally would like something that projected a bunch of rear lines at least 3 metres behind me, maybe with the words STAY BACK, maybe have it flap upwards with increased wind velocity up to 20 to 40 metres behind me to show following drivers how far they should be at absolute minimum. They have something similar for bicycles to alert drivers how much side clearance they should give cyclists.
Someone with some technical know how may steal that idea from me.

A laser mounted just below the seat, projecting a bring your own bike lane image onto the road. I think it would be nice to shoot a light out that helps drivers maintain a minimum 2 second space behind you. I'd prefer using a powerful LED projector personally because of the potential damaging effects of lasers.
I hate it when drivers tailgate my 50cc scooter, but when I saw drivers also tailgating a motorcycle the other night, I knew I wasn't alone.
I think that's my single biggest pet peeve on the road.
Even when I'm in my wife's SUV, I hate it when I can tell the color of the eyes of the driver behind me...
I just slow down, very gradually, very slowly, almost imperceptibly. I've gotten as slow as 25 MPH before the other driver started getting visibly agitated. A tap on the brakes to light up the lights, and then smoothly accelerate away. They usually get the message. Back in college, lo those many years ago, I once slammed on brakes and the guy just hit me doing 40. He absolutely wasn't paying any attention, and the cop (who witnessed it) wrote him several tickets ranging from speeding (It was a 30 zone) to "following too closely" and "driving too fast for conditions". Almost no damage to my car, but his whole grille was caved in. He was totally furious, but knew he was in the wrong.
I'd like to make a sign for the rear window that says "BACK OFF! YOU'RE TOO CLOSE" and be able to flick a switch to make it come on. Maybe make up one for the back of a jacket to wear on the scoot...
