Cute the way you have to start it, like a lawnmower, my Heinkel was very modern compared to the Topper, it had an electric starter, a 175 cc 4 stroke forced air cooled engine, 4 speed hand operated and a spare tire on the back, but that didn't do much help if both the tires were flat

I think if Harley did reintroduce a "new and improved" version of the "Topper" that storage capacity should be addressed.I have to say that is fantastic
I could imagine one with a top case and paniers. Also some kind of leg shield storage compartment(s) would help with an accessory power socket to charge devices.
That way you could carry a proper tire repair kit as well as other important cargo like donuts and fast food!

You may be referring to the Yamaha C3 (a.k.a. as the Giggle or XF50 abroad).It does look very similar to a yamaha scooter. Gn2 will know it for sure.
About 2010ish and they did a Rossi and Lorenzo special editions.
It had that "ice chest" on wheels look.
A unique 49cc scoot indeed.
Like anything else it had it's "pros and cons" but overall a cool ride with good fuel economy.
IMHO it captured that "Topper" styling but at the end of the day fell short by not incorporating at minimum a 125cc engine.
