Purpose of the metal hook above the rear tire?

Hey all, I've been experimenting with ways to tie things down to the back seat/rear rack and came across a metal hook thing located above the rear tire/behind the license plate fender.

Does anyone know the purpose of this hook? Would it be unwise to attach a couple of bungees to this point? Seems like the perfect point to tie things down, minus the proximity to the shocks.

Wonder if it's what is used to tie the bikes down during transportation to dealers and such (I believe one tyre is usually not fitted along with some other parts, but not sure)

When they put mine together at the dealer the entire bike was in a wooden crate. I don't think either tire was already attached because it took them about an hour to assemble it and make sure it worked before handing it over to me. I wonder if that attachment point secured it to the crate?

I believe this is release point for the rear section. Check the Service Manual
