If I remember correctly that is a relay. I have a 2013 model and I have worked on it many times, but I can't remember what I discovered that it belonged to. I will have to refresh myself sometime just so that I can remember it.

If I remember to, I will look it up in my service manual.

It might be a fault sensor reader pick up point but it isn’t an obd2 port.

You You is correct. The Service Manual calls it the Data Link Connector (DLC). Page 4-12 says that you can use it for ERASING the DTC (Diagnostic Trouble Code).

If you have a Service Manual, this page might give you more information about it. Chapter 4, page 11 (4-11).

That is the DLC connector. One can diagnose ereor codes through it either with, or without a comouter.
Also allows monitoring certain ooeration parameters with a simple obd connector mated to a Bluetooth dongle capable of K-line comms, and an app on a mobile phone. This is for example how I used to tune the variator on my new 2019 pcx without pgisically attaching a tachometer.
