Indglow, I haven't been able to find your seat bag at WalMart
yet; however, they did have this Bell handlebar bag which might
be perfect for small items. It has velcro attachment
straps on its back side that might work well with the PCX's
handlebars. I don't think that it would interfere with getting
a leg across the opening between the handlebars and seat.
I'll probably buy one this weekend and try it. If it works out,
fine; if not, I'll return it to Walmart. It's made by Bell and
appears to be well made. If useable, it could be handy for
smaller items such as sunglasses, etc. It would mount on the
rear side of the handlebars.

I hope that WalMart will have your Schwinn seat bag eventually.
Also: I used the HikPro foldable backpack again yesterday. It held a
large bag of 52 Depends Pads for men ( I recently had prostate cancer
surgery, so such pads will be a way of life for awhile). I'll post
a picture of the backpack loaded with those items. Of course, it still
had a couple of small zippered storage areas left for smaller
items. So far, I am pleased with the HikPro backpack.
