Flush fuel tank with fresh fuel, change brake fluid, coolant, engine oil, transmission oil, check tyre condition and pressures.
Or do none of that and just ride it.

Mine had 19,500 miles when I traded it at just under three years old.
Very minimal maintenance, never broke down once.
1,000 mile oil change is very wasteful, no need to change it so often.

Try turning/jiggling the handlebars as you turn the key.

Depending on how deep the pitting is you may or may not get away with just taking the rust off and using a seal-mate on the seals.
If the fork tubes are pitted there are ways of filling them in.

I don't take my outer cowlings off much. Traditional mechanical speedometers use lubricated rotating cables going into a front wheel hub or something like that. Oh dear. 4000 miles in six years isn't anywhere near enough. Fuel system probably needs flushed through with fresh fuel. Beware snake oil additives, they can cause more problems. Forza had multiple fuel pump recalls, the replacement pumps had to be replaced. So if it wuz me, change fuel pump and lin...
