National Cycle windshield

I just received my new windshield today (the tall one). The way I read the instructions
I will stick the 'Poron' washers on the outside of the screen after it is fitted. Does this sound
correct? I'm going to install it tomorrow but can't ride for a while due to recent surgery.
I'm 5' 10in. and hoping this will keep most of the wind, dust and bugs out of my face.
