Does top speed go down with belt wear?

When my new to me Forza had 1500 km on it I tried to find my top speed. I got it up to 145 kmph and got scared so I didn't try to go faster but I felt like it could.

I know have 18,000 km on the Forza 300 ABS. I tried to do a top speed today but I could only get 130 kmph.

I have now the high Honda shield vs the low factory shield when newer. I still weigh about 200 pounds with all my gear. My doctor is going to give me grief about that tomorrow since I am only 5 foot six. I should go riding more and doctors less. More water and less ice-cream.

So if I replace the belt will my top speed increase?

Yes belt wear does reduce maximum top speed, its an indication that the belt is getting worn, also monitor your rpm against speed, as the belt wears the rpm required for a given speed will increase over time.
No guarantee your full top speed will be restored with a new belt due to wear of the pulleys though.
