Is it only bigger scooters that have ABS, traction control, front and rear discs?

I am thinking of buying a Honda scooter and am looking at the Forza, PCX, ADV, SH. I am open minded as to whether I have a 125 or something a bit bigger. But I would like ABS and traction control features with disc brakes front and rear. Is it only the larger Honda scooters that have these features, such as the Forza 300 / 350?

It really really depends on which market you are buying a motorcycle on. For example, in the EU, ABS is mandatory for all new bikes. On some other markets a drum brake is still a thing.

Regardless, if you can buy Forza 125 or ADV125 where you are - they all have disc brakes and ABS.

Traction Control on bigger bikes only - although I heard a lot of complain about this, and I felt it once on my Forza 350 recently, the engine cuts off power to stop back wheel slipping, and that causes a weird feeling...! But for the best if you ask me, safer with than not having it...

ABS available on Nmax (all model years) and PCX (new models) and ADV 160..., very useful to have this, no question ...
