2014 Forza license plate light

I bought a 2014 Forza completely striped if it's plastic body parts. It had 15,000 on the odometer. It came equiped with a seat, front and rear wheels, suspension front and aft and the electrical seemed to be in tact. I have now replaced all plastic body parts.. mostly used ones from vendors on ebay...( Shipping costs have become somewhat of a racket...on that sight..lol) The bike is now complete and I went on my first ride today... Great fun. However I noticed that when I turn the key to the on position..all the lights come on except the license plate light. Does the motor have to be running for the plate light to come on like in some other scooters?
