Test driving cars for 6 months

I don't know when it became legal but there seem to be a disproportionate amount of cars on the streets of Atlanta with "TEST DRIVE" on a piece of cardboard in the lace of a license plate. I see the same cars day after day for at least 6 months. That seems like a long time to test drive a car, especially when the car is a rolling wreck!
