I think they are what most refer to as yellow plated zinc.. They are found in many hardware and big box stores like Home Depot.Dont know about red washers.. like to see one closeup.
They sell them in many bike shops here in Thailand, so maybe they are available online.

Pro bolt is a great store for this king of stuff and I have already verified but the don't sell the bolts in the correct size; Honda uses unusual size for screw and bolts such 6x17 and 6x22 (millimeters)

I've used a very usual saw and grinder to take care of the issue to turn x20 to x17 and x25 to x22 and now have very nice stainless steel torx head variator screws.

Yes, just pop a nut on the threads and after cutting it'll reform the threads when you unscrew it.
