For info:

My local (Columbia, SC) dealer told me today that the top
box mounting bracket that is made specifically for the 2015
PCX will be available starting October 25.

Thanks for the tips! I bought the Honda rack mount (08L70=KZY-910) and a Kappa Moto K35NT (Givi duplicate) 35 liter trunk for less than $140 on line. Installation was a snap-20 minutes for both. I haven't drilled out the hub plate, may never, since you wouldn't know there was something missing unless you looked for it. The 2015 PCX150 rack mounting holes are easy to uncover and IF I ever decide to sell/trade this ride, I can take the trunk with me and reinstall the hub plate. :P

I wish Honda had a division that tracked model to model parts compliance...
I've been waiting to purchase the scoot for want of needed accessories.
Dealers don't know....
Corporate doesn't know....
God knows but this isn't top of his priority list...

Pink Flame's answer : there are two black "rivets" that are visible when you lift the seat. Take a ballpoint pen and push down on the center of them--you'll hear a "pop" and then just lift the plastic plug out (and save it for later) then gently pull the plate towards the handlebars and it will come off easily, exposing the four captured nut fittings for mounting a rack. The 2013 PCX Honda rack fits perfectly.
