Wrong air filter causing worse performance?

I have gotten my 2020 NSS125 Forza serviced at a local motorcycle shop in north london, I have noticed worse performance at high speeds (would not go past 8k RPM on flat ground where previously it would happily go to 10k). I have noticed they installed an air filter for the Honda SH (HIFLO HIF1125) and the one for the forza 125 is HF1126. Could this be causing my issues?
