Re: How to fix paint issues
I’ve been painting cars and bikes for years, and if it was my bike, I would take the piece off , sand it completely down and re-spray it. A body shop can do this and match the paint for $150-$200. If you do all the sanding work first, it might just be about $100. And alternative is you could vinyl wrap the part for less than $25 that would match quite well. If you want to do it yourself, it would take Duplicolor plastic primer, base color, and clearcoat. Three different paints. All avail at your local auto parts store. The paint schedule would be:
Sand clean with 80 grit then 400 grit wet dry paper, acetone wipe.
Two coats primer
Two coats base color
2-3 coats clear
Polish to gloss with a finishing polish like meguire’s 205.
Or just wrap with 3m 1080 gloss black wrap. Sand clean, acetone wipe and wrap it.

Best thing to do would be simply to replace the panel. They are not expensive.
Not sure if this is the right one for your year, but worth taking a look.

I don't think I have ever seen paint chip off on that particular part. It must of had a rough time. If you are cheap you can put some reflective tape over it and call it done, but if I owned that bike I would replace the part. It isn't expensive, nor is it difficult to replace.
