front position lights

I have a problem with my front turn signal lights which are now both lightened when ignition is on...
But there is no switch for turning position lights off because the headlights are always on.
Actually the front turn signal lights are 12V 21W/5W and the rear turn signal lights 12V 21W.
That 5W part of the front lights should never be active, am I right ?
I don't understand why they turned on, but may be the solution should be to replace them by 12V 21W only lights ??
