Clutch issues

Hi Folks,
I bought a slightly used a PCX150 a few weeks ago. When it decelerates it seams to almost stop on it's own. It is like the clutch does not disengage. Driving it is a pain. My wife just bought one for herself today and hers does not have the problem. Any suggestions?
