I think you shouldn't be doing 90mph on a brand new bike out of the showroom as it is about the top speed and does require some running in before trying out for that speed. 1.5 qts (1.4 ltrs) is correct according to the Honda service manual. I wonder if the dip stick has been exchanged for a shorter one at some point?

Is that an older Rebel sitting beside? Can't be a Rebel, P registration is 1976. Going by tank colours and exhaust pipe my guess is a CB250G5 with the right side exhaust off. Sounds like yours might be empty. I have no problem reading the level through the little window. Give the bike a little rock side to side on the centre stand to make the level stand out more. Did you have both recalls done on the fuel pump? The first one was for the main body of the pump and the second one was for the pump lid.

Most aftermarket companies now sell a bar they can go across that connects the mirrors, and you can mount anything you want as it's pre-drilled. It is for situations exactly like this. According to the Honda service manual, you should also remove the left lower skirt and disconnect the two hoses behind it to fully drain the system.

I'm in the UK and have had both fuel pump recalls done. If yours is showing "no recalls", then the recalls have probably been done as the recalls would probably apply throughout the EU.

Yes, brand new oem ones measure only 4.5mm thick. Then the compound is soft (compared to pads from other bikes I have here).
