You do not want ceramic pads, you want organic. Ceramic are hard and wear the rotors, plus leave a lot of dust from the wear (rotors are cast iron which quickly rusts to a brown color). For what it is, a convenient deterrent, the Grip-Lock is quite good. A thief would have to cut the brake cable if hot-wiring, or dolly/carry the scoot into a van.

I think it depends on the design. A crash bung is going to protect against parking horizontally, but if the threaded rod is too hard yes, it could bend the frame when pavement surfing. If it's soft enough and sacrificial, that's what you want--it can be grabbed with a ViceGrips(tm) and bent somewhat...
