George is right... It's harder for short folks to stop without dropping the bike.
Taller folks can just stick a leg out if they start to tip.
Make sure the handlebars are dead straight as you're stopping and try not to lean the bike much.

I'm cynical these days because of my recently stolen scooter.
If the fuse didn't blow again, perhaps some fool tried to hot-wire the scooter with a car battery,
frying the electrical system.

Unless I'm misreading the OP, he says he put in a new battery.
But otherwise yes, those do sound like low battery symptoms/electrical problems.
The blown fuse suggests the scooter has been exposed to unknown excitement, unless there's a short and the new one is blown too.

As a short-legged female (inseam around 28-29 in) it isn't important to get your heals down, just a solid toehold. Especially on the PCX, which isn't that top-heavy.
Platform soles can be a problem--you can twist your ankles more easily.

For News, my excellent sales lady told me that there were only minor differences between my old one (2015) and this 2017. The biggest thing is a change in the headlights (maybe their alignment?). The ride seems smoother, but I think that's because of the "first 500 mile break-in" fluids an...

Acclimate Dang humi-ditity! Change in temps. Yah I remember having that camera/humidity problem in Florida.... a lot! Fog when I peered through the lens. I was not settling for that. Actually the 2017s (2016s outside the USA) do seem to have a few subtle differences, including changes in the headlight configuration.
