I agree with Dragon_uk's description of what is required. I'm surprised at some comments (mainly in the linked thread) that the CBS is great or that it is foolish to want improvement. Changing the rear to disc would be beyond me. The right lever is all hydraulic. The left starts as cable and splits to a cable to the rear and hydraulic to the front. It would be possible to modify the brakes, but not sure it is worth the effort. The left lever is a cable that runs to a unit near the rear of the headlight which splits force between a cable to the rear drum and a master cylinder to the front brake. you can make quite a difference to the braking on the pcx. I am running a KN Planning 260mm front disc, Kitaco braided lines, Kitaco SBS sintered pads and a good quality DOT4 fluid. I hope the repairs aren't too costly. You had it covered and locked, so you can't do much more. It was just a combination of bad luck and bad people. At least you still have the scoot.
