Honda Cubs (C/CT series) have had clutchless manual transmissions (centrifugal clutch) since at least the start of the 70s.

The only real useful thing in the toolkit is the sparkplug tool. I don't know how generic it is, but you will need the correct one if doing your own servicing. The wire is for running through the DD ring of your helmet strap to secure it to the hook on the left side of the scoot near the seat hinge....

You can mix weights of the same type of roller or slider, but mixing sliders and rollers leads to this.
