Agree with comments above, if you are on calm and slow roads and you have time, that's a perfect scooter for the job.

What's the problem? The operation of shocks is checked by examining the components and refilling with specified amount of oil. The shock should create noticeable resistance when extended by hand. What you are observing may very well be normal.

Definitely all the fluids. THe coolant is used up at this age and so is the brake fluid, just from the time and contact with the parts and the atmosphere.

If the engine stopps turning with the start button pressed, it would mean there is a strong mechanical resistance inside, likely a seized piston or broken rings, or something with the rod/valve.
