Yes a tie down bracket I think it is.

I find it useful for attaching a padlock & chain to, which in turn is secured to a ground anchor, when scooter is stored in garage.

I like your wind deflector.

Is it an MRA X-Creen - if so is it the sport one or the larger touring one ?

I find the OEM screen very noisy and turbulent even on the highest setting - How effective is the spoiler on the F 125 ?
